Cindy,
Since kitchens and bathrooms are at the top of any buyers list then the kitchen cabinets should look their best. Replace, Reface and or Paint and adding new hardware all helps to make a better impression.
Cindy, I had a reface company come in to give me a quote on a reface job, it ended up being more than my budget for the whole kitchen. Sometimes refacing is the best option and if it just needs to be freshened up a bit. Paint is definitely an option.
Linda-I agree, do what you have to do to make them appealing.
Janelle-Absolutely, and very cost effective too.
